In the end the best solution that we found was a publicly available website that could be shared easily with all of the players. Even though this isn’t necessarily insurmountable, it is a burden on the players that would probably take away from their first experience with the game. This would also mean that unless players were planning on printing the manual from the device that they are using to play the game the players would also need to work out a way to send the manual to a tablet, phone or computer that the experts would use.

Simply including a digital copy of the manual with the game would have meant either having instructions on how to find the manual in the file system or some mechanism to open it easily. With the game only being available digitally we needed to figure out some other way for players to acquire the manual without being too onerous. With a physical version of a game this would be pretty straightforward, we would just include a physical copy of the manual and never update it under any circumstances. At the same time we want to do our best to keep player hassle to a minimum.

This means that we needed to figure out a way to instruct the players on how to get the manual and we also needed to make sure that they have the right version in case it ever needs to be updated. One of the trickiest parts of releasing our game is that we require players to have a manual in order to play.
